Ted formed CHR in 1996 after many years of lauded work in affordable housing across the country. Regionally, he was awarded the 2004 Award for Excellence in Affordable Housing from the Massachusetts Housing Investment Corporation. In September 2007, Ted received the Gwen Pelletier Award for Excellence in Community Service to the Cape Community from the Community Development Partnership. The Cape Cod Commission has highlighted his neighborhood development efforts at Meadow Road as a “Best Practice” model. His innovative, thoughtful, and sustainable leadership expertise in affordable housing design and development continues to make him a sought out and well-known expert in community-oriented neighborhoods throughout the region and nationwide.

AJ joined CHR in 2005 and is responsible for property and landscape maintenance. AJ is the Vice-Chair of the Provincetown Community Housing Council and has been a long-time affordable housing advocate.
Rachel Butler

Rachel joined CHR in 2009 and manages CHR properties. She handles resident relations, compliance monitoring, and compliance reporting to CHR funders. She is certified with the Low Income Housing Tax Credit Program. Previously, she was the Admissions & Marketing Coordinator/Administrative Associate for Seashore Point/Cape End Manor. Rachel is the proud grandmother of two-year old, Taelor.

Jim Pipilas

Jim assists with the marketing and grant needs of CHR communities. He is also responsible for CHR website design and content. Jim has had an extensive background in corporate and non-profit management, including management roles at McGraw-Hill, United Cerebral Palsy, and the AIDS Support Group of Cape Cod. He also engages in community participation as the Director of Development and Public Affairs for Provincetown Community Television.
Monica Stubner

Monica has been with CHR since 2001 and oversees construction of all new developments and renovation projects. As a licensed Construction Supervisor, Monica’s responsibilities include design and planning, construction scheduling, contract review and adherence, AIA requisitions, sub-contractor hiring and supervision, and project budgeting.
